I think you are making a confusion. The Reichswehr is not the army of
Wilhelm II but the 100'000 men army granted by the Versailles Treaty to the
Weimarer Republik (119-1933). This army was confined to have a lot of
mounted cavalry  and to make monoevres with papier-mâché tanks.
The high spirit and the splendid professionality of this Army allowed Hitler
to make out of it a big and modern army (Heeresvermehrungen 1935 and 1938),
unequalled until the end under the point of view of tactical skill,
discipline and stamina.
