SV: Defensive, Minimalist Reichswehr

Afaik there were plans from the beginning to transform the small-size Reichswehr in 
a large-size army.  I read something about that in Shirer's History of the Third 
Reich.  The commanders of the Reichswehr planned the Wehrmacht and than 
staffed it.  There is a strong continuity between the two organisations, so I wouldn't 
go so far as to say that the Reichswehr had nothing to do with the Wehrmacht.  

So when in your opinion did this transformation
of the Reichswehr start?
