No, but shouldn't the line, "Guenstig sind Gruende, so [=wo] Voelker
herrschten, die, wie die Kelten, Etrusker und Azteken, zwar
politisch verschwunden, doch heimatlich noch gegenwaertig
sind," be translated as follows (using your version):

"The favourable soils are those where people ruled, such as the Celts,
the Etruscans and the Aztecs, who have disappeared politically, yet are
still at home in the land."

They ruled then, but are dominated today.
