Personally I think it has all to do with EJs views especially in relation to recent postings and Johns reply. I don't think Vienna is deciding what should or should not be published on this list. Further more there might be some fruitful discussions resulting fom Professor Kennedy's views based on such works by EJ as _Gordische Knoten_ und _Weltstaat_. I would like to start with: "Es ist eine alte Streitfrage, ob die despotischen Verfassungen urspruenglicher sind als die freien, wiw viele annehmen.
